Learning HTML/CSS

Yup, I'm slowly teaching myself how to make websites. I went through the htmldog tutorial really quickly. But that was about a year ago. Most of the stuff I learned just went right out the mental door, when I stopped using the knowledge for a while. So a few weeks ago, I went through it all again, and now I'm getting the hang of it quite a bit more.
The html part is easy to me. It's the css that gives me trouble. I've been trying to learn how to make good layouts using nothing but ems. I'd like to learn how to make accessible pages, right from the get go. Especially since people are going online in all kinds of different browsers, and on all
